I was playing the arcade mode, with Citroen Rally car at Daytona Race Event with Ai set to 'C' and started a 20min rampage tour to smash the car as much as possible to see what visual damage can be done.
After several hard hits, one lost door and a back flip, suddenly, I wasn't able to push the car beyond 147km/h and rpm couldn't get even close to the red, no matter what gear, even though at full throttle (full white throttle bar! so no broken racing wheel).
I also noticed, that the car was slightly drifting to the left.

Tires in very good shape by the way and no oil warning light.

But, after a minute or so, the car was performing well again.

Ok, I thought, maybe it was just a glitch. Let's try again.

After some more strong hits and another back flip, the car again started to stroggle. This time the direction was OK, but the engine was in bad shape, I suppose.

But I wasn't the only car that wasn't pushing it at 100%. There was also one AI driving at around 147 for a short moment.

Mechanical failure at level low in arcade mod after all or just a glitch???

That's an interesting find. There is an online option for both permanent (until pitting) and temporary (for a short time period) damage. So, it sounds like the "C" difficulty has the latter mechanical damage option. I have not played arcade since the third patch, but I will check this out on "A" level difficulty.

Did you not read what was included in Patch 1.03?

https://www.gtplanet.net/gran-turismo-5-v1-03-update-now-available/

Fire up Gran Turismo 5 and you’ll be prompted to download another new update, version 1.03, weighing in at 149MB in size. No information has yet been released about exactly what this update contains (though the official PlayStation blog hinted at incoming damage tweaks earlier today, thanks @hankolerd), and GT5’s online servers are currently offline until 11:00PM EST. I’ll update this post as soon as more solid information is made available.

UPDATE: The servers are back online and an in-game news notice has been posted, but it mentions nothing of exactly what changes v1.03 contains. However, as can be seen in the online “My Lounge” options for an online race, a new “Mechanical Damage” setting is available for the event with three settings, as described by the scrolling information bar on the bottom of the screen:

“None” – No mechanical damage.
“Light” – Mechanical parts can be damaged, but will “automatically be repaired after a short time has passed.”
“Heavy” – Mechanical damage will be more severe, and can only be repaired by making a pit stop. Damaged parts will be indicated with on-screen icons.
