Are we able to tune our cars in the main mode?

Looks like I can only tune my cars in arcade mode. Does tuning options open after I complete the A races? Thanks in advance.

Excellent! I just have one more A race. The Ferrari F430 race, I cant wait to tune that F430 and get rid of that horrid under steer.
