Very few roads are straight enough for long enough to maintain an average speed of above 170mph. Besides a helicopter can take a straight line over obstacles, unlike a car which has to make turns and dodge other road users.
You are also forgetting that the visual field of helicopters spans many kilometers. Even if a can can maintain an average speed higher than a 170mph for a straight road, its going to take many minutes to be out of visual range. If it is a straight line then that is probably enough time to set more patrols in wait up ahead.
Helicopters aren't cheap, but they a very effective at tracking vehicles.
