Alright, I just installed a Sound Blaster Live! 24 bit sound card, and i can get 5.1 surround sound in everything, Counter-Strike, Doom, HL2, ToCA, etc, etc, Except Windows and.. *Sigh* Winamp. I have it set up the correct way, i just dont get any sound from my center or rear channels when im not playing a game.
