What exactly are the rules on banning? Or even temporary banning? Is this sort of thing sanctioned?

But that would be incorrect! You should be sued for defamation of character. Except you'd get off. Stupid legal system. It'll give money to robbers who hurt themselves while breaking your window so that they can steal your TV, but you'd get off. You might have to move to the US first though. I don't know what the legal system is like in Canada.

Is another account sanctioned after being banned? Sure, in an effort for the returning member to make a fresh start for themselfs.

Are you really that unaware of what the rules regarding bannings are? It's common sense. If you need further clarification, please read the AOS and TOS.
