Nonmembers are allowed to join rooms unless specifically stated by the host. (A club members only room would be an example.)

There is no room. The countdown for likes expired. Meaning, he will not be hosting after 2:30, if he did not reach 6 likes by 2:30.

It depends really. Once we do an inactive member clean-out (everyone on the list seems to be active though), someone leaves the club, or the member limit goes up.
