Tires always make a car fast. With out good tires. The best suspension and most HP are useless.

So no doubt best mod for lap times is indeed tires.

This holds true in real world too.

Yea that's what I was gonna say. Tires will help more than anything.

The fully customizable suspension gets my vote. While other items can help a cars speed and reduce lap times, you'll never be able to really "tune" a car without this.
It doesn't change your PP so a properly tuned suspension can make the difference in PP restricted races, same for races that specify HP and tire selection.

Agreed - if tires are out of the question, fully customizable suspension FTW.

It seems to me that gear changes really quicken up if I buy the transmission double plate. Does that actually help or just sounds quicker?

Whichever item makes the most improvement to the particular car for a specific track... Say you're driving a POS car, makes very little hp, handles like a boat, weighs a lot, and has crappy tires...worst case scenario. What will improve it the most? On a high speed track a turbo might improve your times the most. On a twisty track, probably tires.

I think a better question is what would be the best improvement per credit. But even still I think it really depends on what car you're starting with, and what track you plan on using it.

I always pick it up as one of the first upgrades, even back when I was strapped for credits, that and the semi-racing flywheel.
