If what you are trying to say is 'you can't win cars over a 1,000,000 credits unless it comes from a 1000 ticket' then incorrect you can win plenty of 1,000,000+ credit cars from plenty of other tickets- for example level 22,23 and 24 have over 1,000,000 credit cars as do certain birthday tickets.
