Blitz Skyline and its wing

Ok, I've searched and I found this thread with pics of Blitz Skyline with a rear wing. And only information about if is useful to put the rear wing.
I wanted to put it on mine, but oh! surprise, I can't buy rims nor wings to my Blitz Skyline.

I use a PAL version. I'm the only one who can't buy it? Can you buy it on NTSC version?

I think there's no trick or something to buy it out of GT Auto.

It's wingless in the NTSC version as well, and you can't place a wing on it, either.

Maybe his pictures are Photoshopped. Or maybe the Japanese version's Blitz Skyine has a wing?

Back on topic: I think I saw a pic of an RUF CTR with a wing on it, as odd as that seems. I guess there's some gameshark codes you can use to hack a wing onto a car.
