It's mandatory. As far as I know, it's always been there. I think it's if someone says something rude, offensive, or whatever, they can be contacted.

Though I was not able to introduce all the new features I had planned for the blog commenting system due to software limitations, all comments will be automatically made under everyone’s forum account username.​

Yeah, I can confirm this is a bug that will not allow you to comment if you are not signed in to the forums using the "Remember Me?" option. I'll work on fixing it tonight.
