BOB Doesn't Regain Strenght?

WTF? All of the AI drivers regenerate strength while my Level 27 driver hopelessly slows down and gets overtaken.

Use a secondary B-spec Driver. then when you pit the B-spec car the drivers swaps out.
AI Does not recover health with out pitting during a B-spec race.
If your B-spec driver can't drive a race with out losing all his Physical and mental strength hes to low level for that event.

If that event does not allow a Extra B-spec drivers to run your only option is to go Over kill with the cars Tuning. you could then compensate for his lack of B-spec level. but instead its better to run events a bit closer to his B-spec level.
When cars are fixed class you will not be able to do any thing to correct for Low B-spec level
When you run a Le mans OR Nascar type event for example the difference in cars wont be enough for that to work. Le mans class AI need a FGT or X2010 to make up the difference in B-spec levels.

In these Extreme events you can use 2 drivers....per track

Japan GT = 30 laps per track
European championship = 20 laps= 2 tracks, 14 laps for Monza

Each have 3 tracks to race on.

you want to pit before the other AI does this way their tires are still old and bob will catch up quicker if hes not still in 1st place
