After you do 100 taxi drop-offs total (you don't have to do a specific number on each island), it'll appear at Borgnine Taxis in Portland. It's not too much different than the regular Cabbie-style taxi, except for being dark red in color and a little better in the corners.

I really like that taxi, it's definately worth getting. It is one off the fastest normal cars once you get it going, and it handles almost like a Cheetah.

It should be in the PC version, there's very little difference between the two versions in terms of gameplay.
