2 ways. The easiest is to win it. I already have, but I honestly can't recall which series of races it was (Not extreme though as I haven't reached those yet). The other is through having a lot of money and sheer luck. I saw the Veyron once available for 2 Million as a used car. That was a couple days ago and I haven't seen it since.
