Well, I was tired last night, so forgive the inconsistencies.
Here's how it works.
Bob and Joe both start working on their entries at the same time. When they're done, they post it immediately. If Joe produces a 3-vote-quality entry in 2 days, and Bob produces a 3-vote-quality entry in 4 days, and they tie in the poll, I would chose Joe's entry to win over Bob's because Joe was able to produce that amount of quality 2 times faster than Bob. Therefore, his rate of vote-producing is 2x greater than bob's (joe=3votes/2days=1.5, bob=3votes/4days=.75). That's the way I see it. It's flawed in oh so many ways, but that's the way I do it (I'm too lazy to make a tie-breaker-poll). If you'd like to step up and post the tie-breaker-polls then go ahead, just make sure that you provide an ending date for the poll.
