Can cars be de-tuned?

For example, if I add a sports exhaust and a turbo to a car, can I remove them once I've completed a race?

For those things yes - if you go into the car's Settings screen you can go through the various items enabling or disabling them. Note though that this won't work for engine upgrades or weight modifications.

Yes, you can remove the exhaust and the turbo, and the filter, and the ECU, and any suspension and gearing mods.

You cannot remove weight reductions, and the 3 stage engine mods.

Cars can be tuned, re-tuned, well tuned, poorly tuned at will. However tuned does not mean upgraded parts installed it means that you have changed the settings of those parts.

You can not remove interior engine mods once installed nor can you replace items ripped out of the car to reduce the weight. You can freely add and remove exhaust, intake and turbo parts as well as drivetrain and suspension parts.
