I don't think anyone here can help you. I might be wrong but IPSec 0000x00 is an error shown when an account is banned. You said that your old account was banned too. There is a chance that your system is banned, if you play on Xbox. In that case I doubt anyone can help you. Even if you submit a ticket.
Anyway try to contact the support via ticket so you will know what type of ban you are currently suffer.

Like Strela suggested, your best bet is to submit a support ticket with Microsoft and ask them directly.
