Can people join a lobby race during qualifying?

I'm trying this out with my room but it's early, I've got three guys in but...maybe people are still asleep or they just can't join. Anyone?

They can still join the lobby during Q, but once Q starts they can’t join the race.

They can't tune their cars either. I think the best thing to do would be to split practice time and qualifying so people can still join/practice/tune before it starts.

...or just nix qualifying altogether!

Yeah I wish people wouldn’t turn on qualifying for FIA practice rooms. It’s just practice! Now we’re practicing 7 minutes of fuel burning

... and unless you have a scheduled room with lots of traffic it seems a bit overkill.

The way it works is that when qualifying is initiated then you can't enter qualifying when it starts (or enter the race afterwards). Also works the same if you exit with the red X icon.
