To is not a verb. However, it is a component of an infinitive. It can also be an adverb or a preposition. That would make it a modifier as well. It was a typo. And a very insightful one at that, showing the deep relationship between the two (now three) forms of to. You have no sense of grandeur.

In that case, I shall continue my regimen of negative reinforcement. That is, I will continue mocking those people unable or unwilling to make their posts intelligible.

This treatment is not terribly effective, but it can be very amusing for the administrator.
