Can you tune Shift 2 Legends cars?

Hi guys,

Just wondering if you can tune/upgrade Shift 2's "Legend" DLC cars?

If so, which ones exactly?

Yes.
You can tune all of them and upgrade most.
Some are what would be called edition series (like Ford Capri RS3200 or GT40 mk1) and are by definition non-upgradeable.
But tuning is available for all and, quite frankly, very much needed. The default setups in S2U are rubbish for the vast majority of cars.
