Just a quick question because i dont have time to sit through the longer races and i lose by like .5 - 1.5 seconds sometimes and i get mad 
Can you use Nitrous when using b-spec?

Bob is going to be bad with or without NOs. The problem with him is mainly the braking and overtaking. No matter how faster your car is compared to the one in front of you, Bob is going to slam it before overtaking it. B-spec points can help with his performance, barely that is.
So if PD don't change the bad driving habits of the b-spec driver, the use of NOs would be as useful as a M-B Motor Carriage.
What you should do:
Try to change the driver's pace from higher to lower on acute angle corners and on un-even surfaces like the 'Ring, the corkscrew at Laguna Seca Raceway, and the blind corner before the tunnel at El Capitan.
What I would do:
A-Spec it

Yea, I wouldnt use B-Spec Bob for anything but endurance races longer than 3 hours long. I'm just too lazy for long races. But short races are easy! You're better off driving yourself, that way you get better. B-Spec Bob will never be better than you. But if you like using Bob often, train him in the family cups or easier races, also endurance races. While training him, you'll want to up his battle skill, so dont leave overtake on for the entirety of the race, just let him learn to stay behind people by turning off overtake for awhile while hes behind someone and hes obviously goin faster than they are.

Nope, there aren't many points on enduros, just take it to any track on "practice mode" or "free run" and Bob will sart learning the track better, also try to get bob beating your and his best times...i.e. ghost car, records, etc...
BTW there's a big thread about this already...just do a little search and you'll learn the meaning of life as quick as a blink
