Is there any way to mod cars with the use of GameShark or CodeBreaker to change colors and wheel size, etc. If so, how? Thanks.

This would bge a question for the Hybrids and Gameshark forum, so I'll move it there. In short answer, yes you can do it using an enthusiast-written utility that lets you tinker with your garage after Sharkporting it out to your PC.

Yes there is but I would reccomend a Sharkport v2 instead becauseits easier to make hybrids with them and change things around...
