Car's wont go above 5000rpm

Have you tried a different controller? Or change the throttle to another button?

Are you using a wheel or a controller? Check that the bar indicating throttle input is reaching maximum, and - if on a wheel - check the throttle pedal calibration in Options -> Controllers -> Steering Controller Settings.
