Cell numbers open to telemarketers?

A few months ago, mom sent around an email to the family about cell numbers "going public" sometime. The thing was pretty clearly a hoax, with big bold flashing pink text and everything. Yet for some reason she called the number on there to register herself on the "cell phone do not call list."

In the last couple weeks, I've gotten a few strange calls from the Seattle area which were all recordings, and one in Spanish :odd:. This never happened before this.

Anybody know what could be going on?
 
I just don't answer numbers that I don't recognize that are outside of my area code.
Blocked numbers get summarily ignored. I might even push the hang up button by the second ring.
If I get a text first that identifies the person at said number, I may answer a second attempt.
 
Yeah, same here. If it's a number I don't recognize, I ignore it. If it's important, then the person could simply leave a voice mail.
 
These calls could be automated "Collect Calls" rated at a million dollars a second (Not exactly, but surprisingly high rates)..

Make sure you check your phonebills next time..
 
I've gotten the above car warranty one twice in the last few weeks. They were both different recordings, and the latter time, the first three numbers were 0s.
 
Aside from the restricted one, they've all been 253, which is a local Seattle area code so I can't really tell if it's somebody who actually wants to talk to me.

And then I'm also in college so if I see a number from an area I don't know it could easily just be somebody from Hope trying to get a hold of me.
