Yes, drive faster than the AI and you will win.
The only "Cheats" with GT3: are the ability to access the "professional" mode in arcade, and choosing your prize car with "the save trick" after a series.
You can also overtune your car for a race, and use the opposition as bumpers to better your line thru a corner.
Otherwise you will need a Sharkport and codes.
