So, you can read that in two ways...one is "No Kart Tracks nor Toscana Tracks" or "No Karts or Toscana Tracks".
 
He was talking about the Kart 125 SPL gift you get when you download both tracks, not the Kart Space track.

You could use the Kart on a non Kart based track.

The kart 125 spl is not allowed, but you can use Space Kart or any Kart Track.
