You can use anything except cars that are illegal for the road and/or can't be painted black with blue wheels.

You can use any street legal car as long as it has blue rims (Yes, I constantly break the rule, but I'm going to go through 30+ cars trying to respray them).

No but you can tell in the lobby that Ex : BoB101 is speeding and failed to pull over
So the other cop will stop the speeder. But if a prius is patroling on the road as a cop the speeder have more chance to not slow down. So the prius could be the best undercover car as a cop in GT

You don't have to paint the rims. There are rims that are already blue. All you have to do is pay the 2-3,000 cr. to install them. I've never painted rims for cop cars.
