Collision Effect in 2 Player Mode

Has anyone noticed that when you play 2 player split screen... if one person rams into a wall. The other person who didn't run into anything will receive a small blur effect. I thought this was rather strange and annoying.

Also, is there any way to get the penalty system on 2 players plit screen? Is it possible to have the penalty system on play over LAN? (I've never played over LAN before)
 
the blur effect can really be annoying if they crash and your just about to take a corner and it causes you to crash it also slows down the game which makes it even harder to judge corners
