It's from the TVR T350C '03, which isn't available in the new car dealership. All you can do is wait for it in the UCD, or, better, trade for it in the Marketplace. Some people are willing to give as much as 10 of these for one of the OCD cars they're still looking for.

Edit: Of course, you can dupe it, or get a friend to help you dupe it.
