Community list problem

Hi
Cant seem to find my friend on my community list. hes just started playing GT5 again after 6 months hes got saved data and about 12% into the game we have never played an online race together nore has he played online with anyone else apart from today but this still didnt make his name apear on the list , I want to send him a car but his name is not on the list.

Any one got any ideas to why this is ive tried restarting game and console and he has the lastest virsion installed which I do too . I have one friend who liturly put the game into his console and took it out never to play it again and he`s on my list with exp lvl 0 my friend is higher than this so why is this.
