Computer firewall down wont connect

So I have an XP windows system, and a week ago the system firewall went down it wont let me connect to the net or anything to try and get it back up. The computer says firewall down and can't connect to anti virus. I tried to reset the proxy but it didn't work, I also tried a system restore with no luck either. I no longer have the XP disc to reset the system so is there anything to help
 
I think this is one of those fake security programs cutting you off from the world to protect itself. You may need to get Malwarebytes and Combofix onto a thumb drive using another computer, then see if you can scan this one.

Windows won't call its own firewall the "system" firewall, if that's what it actually said.
 
I'll have to check what it said word for word, but I am currently running malwarebytes on that comp to see if it will fix it.
 
So I tried running malwarebytes and got rid of plenty. However, it didn't solve the problem so I thought it might be a rootkit and put Kaspersky on the comp. Yet that didn't fix the issue either. So the problems are this I can't connect to the ICS even after going through the command prompt setups to try and fix it.

IE says there is a winsock connection issue which also can't be resolved partially due to the prior issue.
