Copying save data

Ok so I'm attempting to copy my data across to a different user on the same ps3. I've tried with a USB stick and without but every time I start up the game it overwrites my save game so it's like starting from scratch again. I even have to pick out a driving suit and stuff again.

Am I doing something wrong? It should just copy straight over shouldn't it?

You can not copy saves between user accounts.
The game save is internally locked to the PSN account.
