Well, think about it realistically, you'd have to pay each soldier at least 7 thousand a piece. And then there takes the time to train them. A few things to take into account.
Okay so paying them 7 thousand means 70 Billion plus 1 Billion to train basic ones, so I will have my full military ready in 5 years. In the mean time I will continue to use my current count

Reading the thread, you never said that, and why can't it be if I have the population to sustain a 5% maximum rate at a number above that?
We can allow for as many troops as one country can realistically afford.
Those with big populations would CREAM those with smaller ones. If you attack the MSSR for example, double his population would be smaller than your millitary. Plus, as I stated the army is expensive, as to keep massive armies down.

New Jahgeeia has announced the Resident Military Policy, all residents are trained in school for military tactics. Then once they reach 21, they will be put into a reserve that does not receive weapons nor does it get payed. But they are fully trained soldiers as are all other citizens of New Jahgeeia once we get a generation into our program. After the age of 21, they are tested yearly in order to see if they are still capable soldiers, all who fail have a higher tax rate.
