Creating EU accounts in US PS3?

Is possible create an EU account in US PS3?I tried do it in my IPod but the server is in maintenance.Any one already tried to do what I wanna do?

I disagree with that, since the entire Rumble Strip Forum is "off topic" from the regular GT related discussions, and it survives fine, even with approval from Jordan
