Creating Video CD's

Before I get flamed, I did a seach and found nothing. And this is the only place I know of where there are alot of smart people, so that is why Im asking here. And the other reason is that I want to put some of GT4 vids on A Video CD for my uncle, he dont have a computer and he wants to see them.

The Question: Is there a free software out there that can let u create Video CD's??? kind of like u drag the files.

No I meant to mods. Sorry. Nope I have no clue of any free software man. Not a big computer person over here. Sorry.

i have always used Nero to make VCD's, its good for making them. I wish they had a wizard like that for making dvd's
