Crossplay query

I know there are online drivers with script modded cars,as in most online games,im assuming a lot if these are pc gamers.If you disable crossplay in the settings,does that mean you only play against console players?Does this apply to auction house and downl9ading liverys,as in only from console users.
Im in no way having a pop at pc users,just wondering how far crossplay affects gameplay.Like i said,no disrepect to pc players at all.👍
