For a long period of time it felt like I was getting at least as many 3 star tickets as 4 star - which shouldn't be the case once you've reached CL50. Last few weeks though I've hardly been seeing 3 stars at all. Which is good. lol.

I've noticed this as well, but I still see a lot of 3-stars. I fully expect to immediately hit the new level cap when Spec III comes out so...I should really only be seeing 4-6 star tickets.

IF the stats change, which is not sure at all.

In this source nothing indicates a progression of the stats beyond level 20, we are already at level 50 max and the stats I get are in line with this source. I don't see why gaining 20 levels will change that. It will probably no more improvement between level 50 and 70 than there are between level 20 and level 50.

I really hope there will be changes, but I am not confident at all.
 
Yeah, I would highly doubt anything would change.
