If you're talking A-spec, damage is introduced later on, as you progress through the game. It really isn't all that impressive, and can't be enabled.

If you're talking online, it's adjustable in the room settings.

No, damage is available in full from level 0. It's just that the more impressive damage - flapping parts and fally-offy doors - is only available on certain cars.

I believe those cars would be the premium WRC cars and the '07 Blitz Skyline?
