The article is about v2.02 - which is free - and the DLC - which is not. The article discusses the changes coming in v2.02 and then discusses the DLC.

I didn't see anywhere that said this, but I also haven't looked into it that much. I do see where you're coming from though, I know games like Need for Speed have "timesaver packs" that are cars in the game that can be unlocked for free but you also have the option to purchase them so you don't have to wait. The only place I've really looked at was the Playstation Blog, and I didn't notice a spot that said "also available as DLC" but for all I know it originally did say that but was updated by the time I saw it. If it wasn't on the Playstation/Gran Turismo site though I'd have to put the blame on the writer of wherever you read it for that mistake though.

The news page listed all the improvements that will be in 2.02. It then goes on to say that (aside from all that listed above) these cars will also be available as DLC.

It just means that we're getting all these improvements and new cars as DLC.

Wasn't the news article written with only the update in mind initially, and then edited to include the DLC announcement? That's how it read to me at least...
