Different HP In Identical Cars

I've got two identical SSR's in my garage both are 0/0 cars so there is no chance of any changes being done but the one I got from a ticket has got 281bhp & 409pp & the one from the ocd has 289bhp & 414pp.

Has anyone else come across this?
 
Thanks this is the first time I have noticed it so I thought I would ask

Do you know if it's all ocd cars with more power or if there are other ways to get different bhp in the same car

OCD cars are automatically 100% broken in despite being 0/0. Cars gotten from tickets are 0/0 but haven't gone through the break-in period. After 250 miles or so, the ticket SSR would have identical power to the other one.
