DLC paint chips question

all the dlc content has been shared with my other accounts but the paint chips, is this normal? thanks.

Paint and suits have to be bought for each account, whereas tracks and cars get the "family" treatment.

If you had read the information on 'the family download' (which activates the cars and tracks for all accounts on that same PS3) you would have known the answer already
