Say someone else with the DLC's downloaded buys a Dlc car, can they trade that to a person without the DLC?

By means of using the account it was purchased from? Yes. However if it's for a PS3 that is not in your possession that is deemed "illegal" by PlayStation's Terms of Service.

I wouldn't post this if I was going to do anything illegal. I mean is the dlc console locked? My psn tell me it isn't but I don't believe them. He claims it can be shared on another main account not just sub. I think he could be Phishing for my info.

It's not console locked, it requires the account that purchased the DLC to be logged on to another PS3 and redownload the content.

So let's say an English PSN account buys the DLC packages:

1. Racing Car Pack
2. Car pack 2
3. Car Pack 3

After purchase, can the English account then send all the DLC cars to an Icelandic PSN account which is on the same PS3 console?

Not "send", no. They will be automatically shared (you'll need the Family Pack Upgrade for the Racing Car Pack) to all accounts on the console.
