Do borrowed cars get damaged?

No. they do not gain miles or lose chassis rigidity at all

What they change settings? Can someone borrow car and mess them up so when I come to use it its not the set up I had on it?

When you set a car online and someone borrows it. The car will be returned the way you left it

You get rigidity improvment option whenever you take your car to the track, you don't have to crash it.
