I've heard this too and I have one. I won't put them up all the way up anymore so people don't think I'm that jerk.

I think they are properly adjusted headlights but the glare being produced, whether it's the housing of the headlight or the bulb itself, produces an absurd blinding glare at night. Event during the day it's noticeable but you can still obviously see.
