You can, of course follow someone if they post a photo, livery, or a video. But there's no way to see their posts unless you accidentally come across them in the "Discovery" section.

From the "Activity Feed" section you can click "friends" and you can see the friends that you're following but there's no search function to type in a name (unless I'm missing something).

If you add them as Friends from there you automatically follow them in the game.
can you filter/sort results on the Discover page? If so, you might be able to filter by a user name that way?
You should also be able to find people within GT Sport, if you're in an active session.
Hit the GT button in the top-left corner, and pick My Menu. Then scroll down to Friends.
There are four panes there with Friends, Following, Followers and "Current Session". You should be able to then find the relevant person's avatar, hit X on that, select the "..." icon in the top-left and pick Follow to follow them.
I think you can also report people here.
