Get what you can afford, as long as you agree with the sound they make. I know, just starting out it can be difficult to pick, just try not to go on 'name brand' too much. Research the construction of the shells and determine what you can get for the price you're willing to pay. Of course, if money is absolutely no object then get yourself a killer set of DWs.
When I started drumming about 13 years ago I really wanted a Tama set because I was a total Metallica fan at the time. Turns out that the Tama sets were a bit out of my budget range so I ended up getting a Premier set. Back then they weren't as prevalent as they are now, but they made a good sound, came in the right color (black) and fit my pocket constraints.
Of course, I wanted a brand new set so that was part of my dilema. A used set can cost considerably less, and to be honest, it's hard to find a great set of cymbals that aren't used. New ones just sound like ass if you ask me. So, I went on a hunt for all the old Zildjian turkish Ks. I found some but they're harder and harder to find since all the old gnarly dudes have snagged them up and will probably only let them go if you pry them from their cold dead hands... greedy bastards.
