engineering troubleshooting?

Hi while I'm sure that I'm blind I hope someone can point me in the right direction.
In the load menus it mentions that you can "ask the engineer for trouble shooting and setup" I can't seem to find that area function. And with my driving I sure need some setup help

I'm playing on the ps4.

I'd love an answer to this too. There are so many options in this game and zero explantions or in- game help, are we all meant to be qualified race engineers?

Could this have something to do with the locked "Coming soon" in the car setup menu?
