I think I'll be the first one with a serious answer... I'd say the Speed 12 in terms of straight line speed, or the ZZ-II as an all around.

This. You won't find any car faster. The damn thing can keep up with LMPs so the RM'd Vette ZR1 is your best bet.

I love my ZR1 RM, but the best bang for the buck car (IMO) has to be the ZZII by Tommy K. That has to be the steal of the century, racing game wise. Wicked fast... But I guess it would also depend on what style of racing the OP was thinking of. There's a slew of sleeper cars out there, and Drag racing might bring a few more suggestions...
