I voted for vBulletin; however, I have only dealt with phpBB, Proboards, wwbb, and sparklit.
Whatever you do, stay away from wwbb; they are (or were) filled with flaws, there is hardly any upgrades, customer support stinks, and this was the first forum I had to deal with where I had to unzippe, change file programs, and FTP upload to my site -- the thing is they didn't include any text instructions, so being at the time I didn't have a clue what to do this made it frustrating/difficult. I asked help at the forum, and they didn't explain themselves very well, then when I told them how frustrated I was they basically said I should get "professional installation" from them. For your information, the license is $200 (I got it for $50 through a special offer), and installation is $400; what a crop.
For a free forum, that is hosted free and doesn't require installation; Sparklit is my recommendation. Quite a bit better than Proboards; good starter forum I suppose.
