I know it's early to discuss what kind of expansions Forza Horizon 6 would have, but given that every Horizon title has always had two expansions, let's make some predictions as to what they could possibly be.

Let's wind back the clock:

FH1:
Expansion 1: Rally Expansion
Expansion 2: 1000 Club

FH2:
Expansion 1: Storm Island
Expansion 2: Fast & Furious (mainly Furious 7, and standalone)

FH3:
Expansion 1: Blizzard Mountain
Expansion 2: Hot Wheels, Part One

FH4:
Expansion 1: Fortune Island
Expansion 2: Lego Speed Champions

FH5:
Expansion 1: Hot Wheels, Part Two
Expansion 2: Rally Adventure

For FH6, I would predict these to be the expansions:

Expansion 1: Hokkaido/Sapporo (For snow, off-road and rally racing, not to mention the city of Sapporo in between for a little road and street racing action.)

Expansion 2: Ridge Racer Expansion (A partnership/collaboration with Ridge Racer is the most-voted under the Partnerships and Merchandise section relating to Horizon on the Forza forums, and Bandai Namco have encouraged other developers to license their IP's, including the dormant ones. This could very well be the largest and most ambitious Forza Horizon expansion yet, and with the possibility of authentic Ridge Racer cars rebuilt for Forza.)

Ridge Racer would be incredible. I'll safely say the first expansion would revolve around rally, and perhaps the area would be on the other side of Fuji.

I agree that a Ridge Racer expansion would be perfectly possible with BAMCO's overtures to licensing IPs they don't use anymore, and hey, what's more Japanese than RIIIIDGE RAAAAACER? It would also be a brilliant opportunity to add nitro mechanics to the game.

As for the environmental/technical EP... This one is harder. Sure, they could go for the Rally route - it's a popular one, and it has worked well in the past, but it feels like it may be a bit redundant this time around.
What if they went the opposite way and released a track-focused expansion instead? Perhaps they could expand the base game map with a new island instead of adding a completely separate map - after all, FH5 already laid the technical groundwork, and Legend Island will feature the first "invisible wall" in Forza history (albeit one gated by progression, rather than a paywall).
