It looks like the Andretti application was successful.

Other versions of this that I've found say that Rodin said "recent information suggests, as anticipated from the outset of this process, that the only successful applicant will be Andretti Global" first, so it's still not a confirmation really. Granted they do look like the only realistic candidate out of that list, but it's still possible the FIA told all of them to shove off anyway and it's just being assumed Andretti got in.
